Consolidated Annual Performance and Evaluation Report (CAPER)
AUGUST 12, 2019
The City of Galveston is required by the U.S. Department of Housing and Urban Development (HUD) to submit an annual Consolidated Annual Performance and Evaluation Report (CAPER). This report provides an assessment of the City’s progress in carrying out its five-year strategic plan and its one-year action plan for its HUD-funded programs: Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME). This notice is to make the CAPER report available to the public for comments prior to its submittal to HUD by August 29, 2019.
The City’s 2018 CAPER is available for review and comment from August 13th through 27th in the Grants & Housing Department, 2508 Ball Street, during the business hours of 9 a.m. to 4 p.m., Monday through Friday, and on the City’s website listed below. This report covers the 2018 Program Year of June 1, 2018 through May 31, 2019 and contains a summary of programmatic accomplishments including a description of the resources made available, the investment of available resources, the geographic distribution and location of investments, the families and persons assisted, actions taken to affirmatively further fair housing, and other actions indicated in the strategic and action plans.
The Grants & Housing Dept. will conduct a PUBLIC HEARING to receive citizen comments on the City's 2018 CDBG and HOME Programs CAPER on:
Tuesday, August 20, 2019 - 5:30pm
City Council Chambers, City Hall
823 Rosenberg, 2nd floor
The City was required to estimate the amount of Program Income (PI) that it anticipated receiving for allocation purposes in the 2018 Action Plan. The City estimated the PI receipts of $30,000 in CDBG and $30,000 in HOME for the 2018 Program Year. The City received $17,704.30 in CDBG PI and $112,160.55 in HOME PI. Due to the deviation in CDBG and HOME PI of more than the City’s 25% rule for a substantial amendment, this is to notify the public of the amendment in PI receipts that were available to complete the objectives of the City’s Consolidated Plan.
The City of Galveston encourages citizen participation. Comments regarding the 2018 CAPER or the amendment may be directed to the Grants & Housing Department, 2508 Ball Street, Galveston, Texas 77550 or by telephone at (409) 797-3820. Comments will be received until 5 p.m. on August 27, 2019. See the City’s website at galvestontx.gov under the Grants & Housing Dept. 5-year Consolidated Plan for additional postings.
Note: In compliance with the Americans with Disabilities Act, this facility is wheelchair accessible and has accessible parking spaces. Requests for special accommodations or interpretive service must be made at least 48 hours prior to this meeting. Please contact the Grants & Housing Department at (409) 797-3820.
