The CARES Act made supplemental CDBG funding available through the U.S. Dept. of Housing and Urban Development (HUD) for grants to prevent, prepare for, and respond to the coronavirus. HUD has awarded the City of Galveston $714,670 in CDBG-CV funding. The City has an unprogrammed balance of $271,736 funding.

The City of Galveston has developed the following projects for consideration of funding and will present this CDBG-CV Program for the $271,736 to City Council for approval on June 25, 2020. These public service projects will assist in the prevention of and response to COVID-19 and provide for the health and safety of the citizens.

  1. Galveston Health Services Tracer Work $125,000 – assist the Galveston County Health District with tracing COVID-19 cases in Galveston for quicker identification of contact and isolation of sick persons
  2. Owner-occupied Income Subsistence Payments $100,000 – provide mortgage assistance for up to 3 months to low-moderate income households affected by the pandemic
  3. Homeless Assistance $46,736 – provide assistance to non-profit homeless providers related to sheltering, quarantining, and PPE for homeless persons to reduce the spread of COVID-19

The City will amend its 2019 Consolidated Plan/Action Plan to implement coronavirus pandemic disaster projects for the CDBG-CV funding of $271,736 and allow for the use of the Urgent Need project benefit.

A virtual PUBLIC HEARING to receive citizen comments on the City’s 2020 CDBG-CV Proposed Program will be held during the:

City Council Meeting
Thursday, June 25, 2020, 1:15 p.m.

The meeting will be conducted by telephone/video conference in order to advance the public health goal of limiting face-to-face meetings ("social distancing") to slow the spread of the Coronavirus / COVID-19. The agenda is available at www.galvestontx.gov/agendacenter 72 hr. prior to the meeting. Residents may address their public comments to City Council on the form at https://forms.galvestontx.gov/Forms/PublicComment or by phone to the City Secretary’s Office at 409-797-3510. The comments will be posted prior to the meeting and presented during the meeting. The City Council meeting will be broadcast on Channel 16, as well as on the City of Galveston’s Facebook account @cityofgalveston.
